TO: Docket Management System U.S. Department of Transportation Room Plaza 401 400 Seventh Street, SW. Washington, DC 20590-0001 Docket No. TSA-2006-26514 FROM: Society of Environmental Journalists DATE: February 20, 2007 RE: Notice of Proposed Rulemaking: Rail Transportation Security These comments are submitted on behalf of the Society of Environmental Journalists and its approximately 1,450 members. The Society of Environmental Journalists (SEJ) is the world's largest and oldest organization of individual working journalists covering environmental issues. Founded in 1990, SEJ consists of journalists, educators, and students dedicated to improving the quality, accuracy, and visibility of environmental reporting. Working through its First Amendment Task Force and WatchDog Program, SEJ addresses freedom of information, right-to-know, and other news-gathering issues of concern to journalists reporting on environmental topics. SEJ is concerned about the excessive and largely unchecked secrecy this proposed rule would impose through those provisions relating to "Sensitive Security Information." We want to associate ourselves with the detailed comments of the Coalition of Journalists for Open Government on this rulemaking. Sincerely, Joseph A. Davis Director, SEJ WatchDog Project on behalf of Tim Wheeler, President, SEJ Ken Ward Jr., Chairman, SEJ First Amendment Task Force Robert McClure, SEJ Board First Amendment Liaison
